Unannounced charges on Remote Web Usage

I subscribe to their Mobile Web svc through the wireless modem, month-to-month. I used it in the last billing cycle, then had it suspended ( I thought) at a corporate store. The suspension didn't "take" and it's still on the bill, despite the fact that they verify there was no usage. Lastly, I am informed that there is a 15.00 suspension charge,which is NOWHERE IN their Plan documentation. I think they have us by the b-lls. (Bills)
