There are boundaries called 'Inter LATA' and 'Intra LATA'. LATA stands for Local Area Telephone Access. If you are calling within your LATA (Intra LATA) the call is free. If you are calling outside your LATA (Inter LATA) the call has to be carried by a long distance company like ATT, Sprint etc. So you end up paying the long distance charge.
