If Verizon wants to sell Fios, why do that make it sooooo hard?

I called their Fios sales number and got pushed around to four different departments? If they REALLY want to sell Fios, why do they make it so difficult for new customers? I guess I have no choice but to stick with Time Warner Cable. We really need some new competition here in NYC!!
